消费率和居民消费率持续下降是威胁我国经济安全的一大因素。提高居民消费率应着力提高农民消费率。提高农民消费率的途径很多,但应主要通过适时适度提高农产品价格来增加农民收入;通过加快建立和完善农民的社会保障制度,消除农民的后顾之忧;还应较大幅度减轻农民的教育负担。此外,应大力培育发展农产品交易市场,让农产品从滞销变畅销以实现农产品的价值。
