摘要
政府人力资源配置是根据行政部门为适应时代发展,借助特定形式和机制科学合理地调配公共性人力资源的管理行为。纵向上来看,主要存在历时性自然模式、计划模式和市场模式。横向的结构上看,存在理论上的科层制模式、矩阵制模式、网络状模式。未来最可能的模式是混合型的手段和结构模式。
The disposition of government human resources is an administrative action taken in accordance with the development of ages so that public human resources are scientifically deployed with the aid of specific forms and mechanism. Longitudinally there existed three major patterns, namely, the diachronism natural pattern, the plan pattern and the market pattern. Diachronically, bureaucracy pattern, matrix pattern, network shape pattern are found. Mixed method and the tactic pattern will be the most possible pattern in the future.
