The Third Plenum of the 16th National Party Congress took ＂people-oriented＂ as a scientific concept of development and the nature of the core. ＂People-oriented＂ community education is the proper meaning. ＂Humanism＂ community education should be embodied by humane care and enhance service functions, the main sense of respect for the members of the community as well as optimization of community cultural environment.
