The "Field" of Social Risk Management of Non-voluntary Migrants

将"域"的概念引入到非自愿移民风险控制理论当中,试图对建设项目征地中的利益相关者关系进行系统化研究,以此实现移民社会风险控制的目标:在不同的移民阶段,"域"的形式是不确定的,"域"的主体不同,指向也不同,从而导致社会影响范围和影响程度也发生变化。因此,必须从"域"的变化形式出发,才能掌握各种情况下的移民社会风险,并且实现有效的预防和控制。

This paper introduces the concept of ＂field＂ into the socialrisk management of non--voluntary migrants, and attempts to make a systematic research into the relationship among the stakeholders in requisition of land to construction uses in the hope of realizing social risk management in societies of migrants. The form of ＂field＂ varies in different stages of migration. The differences in the subjects and targets of ＂field＂ give rise to different impacts on the society. Therefore, only by understanding the different forms of ＂field＂, can we fully recognize the risks in the societies of migrants and bring them under effective prevention and control.
