民族地区城市化进程中失地农民权益受损的原因及对策--以宁夏回族自治区银川市为例

On Causes and Countermeasures of Rights and Benefits of Peasants Losing Land within Urbanization in Minority Regions:Case Study on Yinchuan

加快城市化进程,是促进民族地区经济社会发展的重大战略方针。但随着城市化进程的加快,失地农民的权益不断受到损害。土地征用补偿制度不完善、征地过程中忽视了农民的权利、某些地方政府借征地生财是造成这种状况的主要原因。相关部门要切实落实党的民族政策,严格土地管理制度,建立并完善适合民族地区特点的征地补偿制度、失地农民社会保障体系、"留地安置"的长效机制,多形式、多渠道解决民族地区失地农民的就业问题。

With the quick development of urbanization,rights and benefits of peasants losing land are damaged continuously.By investigation and analysis on damage of their rights and benefits,the paper indicates that it owes much to imperfect compensation systems for land expropriation and ignorance of peasants' rights during compensation.Therefore,it makes some proposals that land management system should be carried out strictly and compensation systems for land expropriation suitable for minority regions should develop.Additionally,social security system of those peasants losing land as well as other long term mechanism ought to be built.
