摘要 基于对抽水蓄能电站动态效益的研究,提出了考虑抽水蓄能电站动态辅助服务的三部制电价体系。该电价体系综合考虑了抽水蓄能电站经济运行的各方面成本支出,将电费收入分为容量电费收入、电量电费收入和辅助服务费用收入,从根本上避免了以往两部制电价体系补偿形式单一化的弊端,提高了抽水蓄能电站的财务生存能力,有利于其可持续发展。 A three-part electricity price system with consideration of the dynamic assistant service of the pumped storage power station is proposed which comprehensively considers the various costs for economic operation of the power station. The price system classifies the electricity charge income into three parts: the capacity charge, the quantity charge, and the assistant service charge. By doing so, the price system can overcome the singleness of the compensation form of the traditional two-part electricity price system and improves the financial subsistence of this kind of power stations.
