公共图书馆为弱势群体服务的应对之策

Countermeasures to Serve Vulnerable Groups in Public Library

当前我国正处在经济改革和社会转型时期,改革中存在和产生了规模庞大的弱势群体。这一群体不仅体现在经济和政治上,而且在文化与信息上更是处于劣势。图书馆同样也受到社会转型中市场经济的冲击,在为弱势群体服务时表现出不相适应的态势。对图书馆如何坚持联合国科教文组织《公共图书馆宣言》的理念,保证弱势群体也能平等得到和利用图书馆的文化与信息资源的权利,进行了必要的和有益的尝试和探讨。

During the reformation period in our country, more and more vulnerable groups come into being. Their inferior positions embody not only in their humble income and low political status, but also in low degree of education and little information. Under the circumstances of market economy, libraries are affected greatly and shown in an inadaptable situation when serving the vulnerable groups. This paper discusses how libraries insist on the idea of ＂Public Library Manifesto＂ of UNESCO and guarantee the vulnerable groups＇ rights to make use of all the culture and information resources inside the libraries equally.
