《政府信息公开条例》生效后,利用公共图书馆公开政府信息将成为政府信息公开的一种法定方式。从公共图书馆的性质来说,公共图书馆应当承担政府信息公开的责任,公共图书馆在政府信息公开中只是一个形式上的主体,利用公共图书馆公开政府信息应遵循人本、免费、及时原则,承担政府信息公开对公共图书馆的管理与服务又提出了许多新的要求。

After the act of government information openness takes effect, it will be a legal way of government information openness by public library. In nature, it is a duty of public library to open government information. Public library is only a form subject in the process of government information openness. We should abide by the principle of people oriented thought, free of charge, in time when we make use of public library for opening government information. And it also raises a lot of claim for the management and service of public library.
