摘要
随着国家财力壮大和近十年的矿产资源有偿使用制度执行的经验,应对现有的有偿制度"头痛医头、脚痛医脚"的应急缺憾,从制度功能、构成等进行系统改革,使其成为一项具有前瞻性、合理易行、继承性较强的制度。
Along with expanding the state's financial strength, and nearly a decade experience of paid use system of mineral resources in the implementation, existing compensation system has "Piecemeal, piecemeal" defect.
