基于Geodatabase的农村宅基地管理信息系统构架设计

Discussion on the Framework Design of the Geodatabase Based Rural Homesteads Management Information System

近年来,由于管理体制欠完善,使得农村宅基地问题日益突出。为改善农村居民生活环境和秩序,落实新农村建设,所以迫切需要加强农村宅基地的信息化管理。充分利用地理信息系统(GIS)在空间数据和属性数据管理方面的优势,基于ESRI公司提供的Geodatabase空间数据模型与Arcgis9.2平台,提出了一套农村宅基地管理信息系统的构架设计方案。从需求分析开始探讨系统功能,详细叙述了开发工具的选择、开发方式以及数据库建设等系统的核心内容。分析结果表明,利用组件式GIS开发的农村宅基地管理信息系统,开发简捷,能够使管理人员掌握管辖区域内宅基地情况,基本能够满足基层国土部门对农村宅基地规范化、信息化管理的需要。

Recently, as the low efficiency of the control management system, the rural homesteads problems are becoming more and more serious in china. In order to improve the environment of the countryside and life quality of rural inhabitants, the rural homesteads informationization management should be strengthened urgently. Taking advantage of the Geodatabase in spatial and attribute data management, the Rural Homesteads Management Information System （RHMIS） was developed based on ArcGIS Engine which issued by ESRI. Methods of data collecting and processing, database design and management, as well as the function of the RHMIS were described in detail. The result showed that not only the cost of RHMIS developing would be much lower using ArcGIS modules, but also the local authorities could obtain the information of the rural homesteads in their precincts and respond more rapidly to the emergency. Basically, it could fulfill the requirement of standardization and informationization in rural homesteads management.
