The Change and Consolidation of China's International Ideas:The Dynamics and Trend

本文讨论了三个问题。第一,改革开放30年里中国的国际观念发生了怎样的转变;第二,转变的国际观念是否稳固以及稳固的驱动力量是什么;第三,中国国际观念进一步演变的趋势及其影响。本文认为,1978年以来,中国的国际观念发生了根本性的转变,其基本内涵是融入国际社会。目前,中国的新国际观念正处于巩固阶段,其巩固程度受三个变量的影响:一是改革开放事业创造的巨大利益和带来的社会进步;二是国内中产阶级的力量不断壮大,从开放政策中获利的集团支持国际化路线;三是执政党一如既往地坚持走改革开放、融入国际社会的合作道路。在可预见的未来,中国的国际观念将会继续朝着认同主导国际规范的方向发展,但其内核中的中国特色也会进一步凸显。和谐世界的理念代表了中国国际观念发展的新阶段,中国将越来越多地通过自己的观念影响世界。

The authors discussed three questions： First, what changes have taken place in China＇ s international ideas since the reform and open-up policy was adopted in 1978？ Second, whether the transformed international ideas are consolidated, and what are the dynamics for the consolidation？ Third, what is the trend of the future development of China＇ s international ideas, and what influence will it bring about？ The paper holds that since 1978 China＇ s international ideas have undergone a fundamental change; and the basic content of the change is to merge into the international society. At present, China＇ s new international ideas are in the process of being consolidated; and the degree of the consolidation will be influenced by three factors： first, the great benefits created by reform and open-up and the social progress it has brought about; second, the continual growth of the strength of the middle class, and the support to the line of internationalization by the groups benefited from the open-up policy; third, the ruling party＇ s persistence in taking the road of reform and open-up and merging into the cooperation of the international society. In the predicable future, China＇ s international ideas will continue to develop in the direction of recognizing the major international norms; but at the same time, the Chinese characteristics in the core will become more prominent. The idea of harmonious society repr^ents a new stage in the development of China＇ s international ideas; and China will exert more and more influence on the world through its ideas.
