摘要《第二份东亚合作联合声明》是在东亚合作十周年之际通过的一份指导地区合作和共同体建设的纲领性文件。十年来东亚合作在政治意愿、规范建设和功能合作方面取得了重大成就,但是随着合作的深入和共同体建设的推进,分歧、问题和挑战也日益凸现,东亚合作走到了十字路口上。在这样一个关键时期,《联合声明II》的出台具有统一思想、加强政治意愿、充实合作进程的作用。合作进程的延续和互动密度的加大将推动地区文化向着共同体的方向发展。 The Second Joint Statement on East Asia Cooperation, adopted at the 10th anniversary of East Asian cooperation, provides guiding principles for regional cooperation and community building. In the last decade, East Asian cooperation made significant achievements in the strengthening of political will, the construction of norms, and the widening and deepening of functional cooperation. However, in the regional integration and community building process, disagreements, problems and challenges also emerge. East Asian integration is at a crossroad. At this critical moment, the issuing of Second Joint Statement on East Asia Cooperation is of great significance for settling disputes, strengthening political will and enriching cooperation process. The maintenance of the cooperation process and the increase of interaction density will promote the regional culture to develop in the direction of a community.
