摘要
通过对部分高校已经实行的"高等教育学校全员聘任制"以及引进人才的管理办法的认识,结合欠发达地区高校的人才现状,分析人才流失的原因,并提出欠发达地区高校要以教师聘任制为契机,有效地控制人才流失并积极出台吸引人才的措施。
This paper reveals the critical situation of brainsdrain in colleges and universities in less-developed regions and presents relevant measures for controlling brainsdrain and introducing persons with abilities,in less-developed regions. The paper analyzes the reasons for brainsdrain and proposes a look -ahead thinking for colleges and universities institutions in less-developed regions, which will actualize the engaging system.
