论当前如何建立高校贫困生良性资助体系

Elaboration on establishing impoverished university students' benign subsidization system

针对当前中国高校贫困生资助体系在运行过程中存在的问题,采用实证研究和比较研究的方法,分析了资助体系在其操作层面上存在的主要问题,并提出从政府、银行、贫困生与高校多方面采取更加切合实际的政策性措施,强化基础性工作,对中国高校收费改革的深入进行及资助目标的实现具有借鉴意义。

In view of the problems existing in the process of the current impoverished university students＇ subsidization system,by using the empirical study and the comparison research methods,this paper analyzes the major problems which exist in the subsidization system operation,and proposes that the more realistic policy-type measures and the foundational work should be taken by the governments, the banks,the impoverished students and the universities, which have reference signficance for our university charging reform and the realization of the subsidization goal.
