建立和完善高校多层次医疗保障体系的设想

针对现行的基本医疗保险制度的保障水平相对较低,以及近年来退休人员比重加大,加剧了基本医疗保险的供需矛盾的情况,分析了建立和完善高校多层次医疗保障体系的必然性。还提出了建立和完善高校多层次医疗保障体系的设想,即以基本医疗保障和医疗救助保险为主体,商业医疗保险和校内医疗补助作为补充的多层次医疗保障体系。

This article analyzes the inevitability of the establishment and the perfection of university multi-level medical service safeguard system, The present basic medical insurance system＇s safeguard level is relatively low,In recent years, the retirees proportion has increased,which intensifies the contradication of the basic medical insurance supply and demand ;the multilevel medical demands and the multi-level medical supplies call for the multi-level medical service safeguard system. This article also proposes tentative ideas about the establishment and perfection of multi-level medical service safeguard system,namely,take the basic medical safeguard and the medical rescue insurance as the main body and the commercial medical insurance and the school medical subsidy as thesupplement to the multi-level medical safeguard system.
