针对中国当前对义务教育的财政投入存在着总量不足、横向上非均衡和各级政府之间负担不合理等主要问题。揭示出四个方面的原因,并在此基础上提出四点改革建议,这些内容与结论对深入研究和解决义务教育财政投入问题有一定的借鉴意义。

At present, the compulsory education financial investment of our country has the main problem of the total quantity insufficiency, crosswise non-balanced and unreasonable responsibility division between governments of all levels. The analysis reveales four reasons,and based on these reasons,the article puts forward a four-point reform proposals. The content and conclusions may be helpful to the indepth study and provide a certain reference for solving the problem of compulsory education financial input.
