摘要
在农村中小学布局调整过程中,地方政府与村民两大主体在经济、教育和政治等方面存在着一定的利益冲突。冲突形成的主要原因在于:双方利益需求不一致、思想观念不一致、民主协商机制缺失和政府行政方式欠妥。要协调双方的利益冲突,就必须树立正确的教育理念、建立民主协商机制和采用科学的布局调整方式。
In school-mapping at rural primary and secondary schools, there are conflicts in economic, education and political benefits between local governments and villagers. Different benefit demands, conceptual conflict, lack for democratic system and incorrect administrational ways result in those conflicts. It is necessary for local governments to insist on correct education value, formulate democratic consultation system and use proper ways in coordinating those conflicts.
