六、平衡计分卡应用设计的具体要求 平衡计分卡体系由战略地图，平衡计分卡及其指标卡、行动方案，绩效考核量表等组成。因此，这三个模块也是公共组织平衡计分卡应用设计的预期成果。要想有效保障设计文件的质量，就需要严格按照各构成模块的设计要求操作，下面就以黑龙江省H市为例逐个加以说明。

Since 1992,the Balanced Score Card(BSC) has become a complete theoretical system after more than ten years of development and perfection.In other countries,the BSC has been applied not only in the enterprises,but also gradually in the management of government and non-profit organizations.In China's public organizations,the practice of the BSC has just started and is still in the application design stage.Based on our experience from the 'The Improvement and Promotion of the BSC in China',this paper tries to analyze some problems on the application design of the BSC in China's public organizations.
