摘要
公平是社会和谐的重要条件。公平的实现必须依据三个基本原则:效率优先的原则,多数人的原则,廉政的原则。
Fairness is an important condition for social harmony. To realize fairness, three basic principles are essential： the principle of giving priority to efficiency, the majority principle, and the principle of a clean and honest administration.
