十七大在继承我国社会主义收入分配理论的基础上,对我国社会主义收入分配理论的发展与完善做出了新的贡献。归纳起来,可表述为"三个首次",即:首次提出"初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平";首次提出要"创造条件让更多群众拥有财产性收入";首次提出要"加快建立覆盖城乡居民的社会保障体系"。

While inheriting the socialism income distribution theory, the 17th Party contributes to the development of this theory. It can be concluded ＂three first＂. The first contribution is it indicates that we should cope with the justice and efficiency in the primary distribution and reallocate distribution. Justice should be paid more attention in the reallocate distribution. The second distribution is that it firstly puts forward that our party will create more opportunities for people＇s property income. The third distribution is that it firstly brings forward that our party will construct social security system both in the town and the countryside.
