城市地下工程集聚区的再开发规划和资源整合--以湛江市霞山区商贸中心片区为例

Re-development Plan and Resource Integration of a City's Underground Project Clusters:——Case Study of Xiashan CBD in Zhanjiang

分析了当前城市地下工程普遍存在着缺乏地下空间规划、法规不明确、工程配套不足与使用效果不理想等问题,以湛江市霞山区商贸中心片区为例,提出应尽快编制城市地下空间综合规划的同时,开展在城市地下工程集聚区再开发利用的规划,以整合资源。规划时注意分析存在问题,从原则、目标、定位方法、效果预期等方面着手规划。为了规划的实施,还应解决法规政策、配套规划、组织协调、管理机制和综合技术问题。

This thesis analyzes the current problems in the underground projects of many cities, such as lack of spatial plan, insufficient related laws and regulations, shortage of necessary project sets and ineffective utilization of the completed projects. Taking Xiashan central business district（CBD） in Zhanjiang as an example, the thesis proposes comprehensive city underground space planning, as well as planning of re - development and re - utilization of city＇s underground project clusters to integrate the resources. When a government and related departments work out a planning, the existing problems should be analyzed , and the plan should be carried out from its principle, goal, localization method, anticipated effects and so on. For implementation, the government and related departments should solve the problems about the laws and regulations, necessary sets, organization coordination, management mechanism and comprehensive technical issuse.
