摘要
阐述白河林业局在推进由简单开发林地向综合经营林地转移的实践中坚持"六个变":山上建基地,变一场多品为一场一品;山下搞加工,变简单开发利用为多层次开发增值;山外抓市场,变自己"造船"为"借船出海";企业出政策,变行政推动为政策引领;林场抓实施,变"一杆子插到底"为林场"搭台";职工搞经营,变演"配角"为唱"主角"。提出了观念决定思路;思路决定出路;出路延伸道路,使山上建基地,释放了集聚效应;山下搞加工,释放了增值效应;山外抓市场,释放了品牌效应;企业出政策、林场抓实施、职工搞经营,则释放了三个方面的互动效应。通过综合经营林地使职工致富,企业发展。
During the course of practising the change of forest land management from simple development to comprehensive development, persist in "six changes": building the base on the hill, change from many products into one product in one forst farm; processing products at the foot of hill, change from simple development into comprehensive development. Exploiting market out of the hill, change "building ship" by self into "borrrowing ship". Business drawing up policy, change administration management into policy guiding. Practising in forest form, change management into guiding in all direction. Managing by staff, change the "suuporting role " into "leading role". Raised up the opinions: idea deciding thinking way; thinking way deciding opportunity; opportunity deciding road. Building base on the hill form the collecting effect. Exploiting market form the brand effect. Policy by business, practise by form, management by staff form the mutual effect. Through comprenhensive management of forest land make staff rich and business developing.
