少数民族地区高科技文化产业发展模式及对策探讨——以贵州为例

The Mode and Countermeasures of the Development of the High-Tech Cultural Industry in the Minority Areas——Taking Guizhou as an example

本文通过对高科技领域文化产业发展诉求比较,认为贵州省应采用政府主导的压缩发展模式;通过对贵州文化产业系统性问题实施对策分析,提出采用自主投资——创业条件改善——人才流动——伴随性资本流动——伴随性技术流动——产业聚集的特殊路径来获得人才竞争的局部优势;并建议通过建立有偿使用机制,建立对贵州等少数民族省份的特色文化资源进行法律保护的途径和模式。

Based on the comparison of the development of the cultural industry in the high-tech areas,the present paper suggests that（i） the government-led compression mode of development should be applied in Guizhou;（ii） with a countermeasure analysis of cultural industry system in Guizhou,the special model should be followed： put the independent investment-create conditions for improvement-allow talents to flow-allow accompanied capital to flow-allow accompanied techniques to flow-industry aggregation,so as to create the regional advantages in the competition for talents;and（iii） it is suggested that certain measures and modes should be made by law to protect the cultural resources in the ethnic minority province as Guizhou by means of establishing the paying system for the use of the resources.
