The article explores the relationship amoug the three, believing that the increase of house prices causes the rate of housing investment to go much faster than the fixation assets do and that the small property right houses disorderly occupy the agricultural cultivating land, which affects the sticking of 1.8 billion hectare red llne. The paper therefore discusses that the strategy adopted should include making out the practical micro - controlling policies and at the same time monitoring severely the local governments to carry them out, increasing investment channels and controlling the surplus of capital movement.
