党中央提出建设社会主义新农村的理论正在全国各地引起强烈反响,如何建好新农村,发展农村经济,保障农民的基本权利是关键问题。本文就涉及农民切身问题的医疗制度展开讨论,指出新型农村合作医疗制度存在的不足并分析其产生的原因,最后提出政府应发挥主导作用,积极拓宽资金来源渠道,调动农民参合积极性以更好地完善新型农村合作医疗制度,保证新农村建设取得成效。

There are much strong repercussions in the nation after our central government provide the ideas——construeting the new socialism countryside, and the key point is how to construct the countryside well and protect the peasants＇basic right through developing economics. This theme is concern about the medical institute of peasants, points out the defects in the new cooperate medical systems of the rural areas and analysis what is the cause. In the last part of this article the author advises that the government should play an important role and try it＇s best to enlarge the funds, take measures to shift the peasants＇activity, so that we can perfect the new cooperate medical systems of the rural areas.
