中国经济连续30年的高速增长,带来了能源消费的大量增加,可持续发展成为中国的政策目标。浙江是中国的经济大省,同时也是"资源小省",本文分析了浙江省能源供需和能源效率的变化情况,介绍了浙江在优化能源结构和产业结构,开发可再生能源、提高采用节能技术等方面所作的努力。阐述了中国和浙江省应对未来能源瓶颈,确保能源安全的政策思路和"十一五"能源规划的战略重点。希望通过浙江这一能源短缺省份的分析,增进人们对中国能源发展状况的了解。

China's economy has sustained a thirty-year consecutive high growth,which induces a dramatic increase in energy consumption.Meanwhile,sustainable development has become the main objective for China's policy making.Zhejiang is one of the major economies in China,but it is also a province short of natural resources.This paper analyzes the trend and change of its supply and demand and its efficiency in Zhejiang.It also introduces the efforts that have been made in optimizing energy and industry structure,exploiting renewable energy and utilizing energy-saving technology in Zhejiang.At last,the paper puts forward strategic policies for China and Zhejiang to insure energy security in confronting future energy consumption in the 'Eleventh Five Years' Energy Planning'.Through the analysis of Zhejiang,the province short of energy,this paper aims to enhance the understanding of the energy development in China.
