我国公共服务基本制度建构探析

The Exploration to the Basic Institution of Chinese Public Service

首先对目前公共服务基本制度的研究现状作简要述评,梳理其中代表性观点,指出研究存在不足的原因所在;在此基础上,从新制度主义理论视角出发,探究了目前构建我国公共服务基本制度的基本思路,并对公共服务基本制度中元制度层面(包括核心理念、基本原则及宪法依据)和一般制度层面中的公共服务责任追究及权利救济制度的建构提出具体建议。

The paper firstly reviewed briefly the research situation of the basic institu service at present, unscrambled the representative points among them, pointed out the tion of public causes of the lack of present research. Based on this, started from the theoretical perspective of the new institutionalism, the paper probed into the basic thoughts to construct the basic institution of Chinese public service at present and put forward concrete suggestions to the construction of the level of proto-institution in the basic institutio duty investigation n of public service （include core idea, basic principle and constitutional basis） and the of public services and relief system in the level of general institution.
