倾销的本质与反倾销的政治经济学分析

The Essence of Dumping and a Political Economic Analysis of Anti-Dumping

本文在对倾销种类进行梳理的基础上,分析了倾销在本质上只不过是市场分割条件下需求弹性不一致引致的国际价格歧视,或是生产者在模仿生产阶段为扩大产量而产生的必然现象。反倾销则是一种合法的贸易保护主义工具,它不仅损害了出口国的利益,同时损害了进口国的利益。反倾销政策的频繁使用是相关利益集团成功游说政府的结果。

Based on the analysis of different kinds of dumping, this paper concludes that dumping is either an international price discrimination appearing when the demand elasticity in domestic and foreign markets is different on the condition of market segmentation, or an inevitable phenomenon in the phase of imitation production. Anti-dumping is just one legitimate measure of trade protectionism. It would impair not only the interest of the export country, but also that of the import country. The frequent abusive use of anti-dumping is caused by the related interest groups who successfully lobby the government.
