China's Energy Security Strategy and Realization of Legislation

我国在全面落实以人为本,全面、协调、可持续发展的科学发展观的和谐社会构建中,应当坚持正确的能源安全战略,构建以《能源法》为核心的能源法律法规体系,为能源稳定供应和能源使用安全提供法律保障。能源安全立法的基本原则主要包括:可持续性发展原则、以人为本原则、政府管制与市场化有机结合原则、能源与环境保护相结合原则。

Energy law plays an important standardizing and guaranteeing role in how to formulate the energy security strategy of China in the new historical period and implement it,to exploit and utilize energy resources scientifically and rationally and to save energy as well as raise energy effciency.In the full implementation of the principle of proceeding from the human needs as well as the complete,coordinated and sustained scientific development views,and the construction of a harmonious society,China should adhere to the correct energy security strategy,build up an integrated energy legislation system with energy law at its core and provide legal protection for stable energy supply and safe utilization of energy.The basic principles of energy security legislation mainly include sustainable development principle,human-orientation principle,principle of the organic integration of government regulation with marketization and principle of combining energy utilization with environment protection.
