本文从政府与市场关系的视角,探讨了政府规模扩张的原因、后果,运用公共选择理论,分析政府规模扩张的主要原因是政府权力异化、政府职能扩展和行政成本过大,指出市场与这些因素及其形成的体制背景,探索抑制政府规模扩张的方法和思路,把行政改革引向纵深发展。

What is the relationship between the size of the government and the market？ Is the expansion of the government out of the need to promote the development of the market or is it interactive？ This paper argues through the ＂ public choice＂ theory, that the expansion depends on the power alienation, the expansion of government functions and excessive administrative costs. Besides, the background of the formation of these factors and the market, together with the approach to curb the expansion, is ex- pounded in the article in an effort to promote the development of the administrative reform.
