云南省2000～2005年退耕还林工程成效分析

Effect Analysis on the Project of Forest Rehabilitation from Slope Agriculture in Yunnan Province during the years of 2000-2005

2000～2005年退耕还林工程省级复查成果表明，云南省退耕还林工程历年任务完成率高，面积核实率、保存率较好，面积合格率不断提高．但也存在荒山荒地造林成效不如退耕地，作业设计质量不高，未能严格按设计施工，自查验收工作不认真、材料不规范等问题．提出了完善作业设计制度，严格检查验收，不断创新机制等对策措施．

The outcomes of provincial reexamination of the project of forest rehabilitation from slope agriculture during the years of 2000 to 2005 indicated that the task of each year of this project completed well ,area check rate and conservation rate were good, and area qualification rate improved continuously. But there still existed some problems such as the effect of afforestation in bare hill inferior to in re-turned farmland,low quality of operational design,failure to strict work on design, flippant self-check and approval, substandard materials and etc. Based on these problems ＇identification, the paper proposed the corresponding countermeasures.
