摘要
教育是一国、一地区的基础产业之一。目前上海教育产业整体发展态势良好,但在人才队伍建设方面尚有不足。其中,学校等传统教育行业由于改革不完善,导致外部结构失衡、内部效率低下;职业培训等新兴教育行业虽然发展迅速,但依然难掩外部法规缺失、内部制度建设不完善等问题。对此,政府部门应以坚持体制创新、突破发展瓶颈、统筹教育资源、加强内涵建设为基本思路,着力构建一支数量适当、结构合理的高素质新型人才队伍。
Shanghai education industry develops well in the past few years, but there're still some problems in the construction of the talents. On the one hand, the reform in the traditional education profession hasn't finished yet, so the exterior structure is out of balance and the internal efficiency is low. On the other hand, although the newly arisen education profession, such as the occupation training organizations, develops quickly, the exterior laws-making and the internal system construction is imperfect. To this, the government should establish the basic way of thinking: sticking to system innovation, breaking development bottleneck, orchestrating education resources and strengthening content construction. Furthermore, the agents should put forth effort to set up a new talented team with an appropriate amount and reasonable structure.
