农村计划生育特困家庭利益表达的障碍及其对策——基于江都市部分镇村的调查

Difficulties of Extremely Poor FP Families in Rural Areas to Claim Their Rights and Interests and the Countermeasures——Based on a Research in Towns and Villages of Jiangdu City

基于江都市部分镇村的调查,对计划生育特困家庭利益表达与诉求中存在的问题和原因进行了分析研究。研究表明:问题主要有表达意识不强、表达失真、表达非制度化和表达的影响力不强。问题原因既有制度层面的,如法制建设不完善、政府职能异化等;也有非制度层面的,如农民的组织化程度较低、政治和经济地位缺失、文化素质不高等。要排除这些障碍,必须建立农民及时表达利益诉求的有效机制,并通过相关组织建构,将农村计划生育特困家庭的利益表达与诉求落到实处。

The paper analyses the difficulties and probable causes of extremely poor FP families to claim their rights and interests according to the investigation in towns and villages of Jiangdu city. It shows that the difficulties mainly result from the people＇s weak desire for the claim, and the fact that their expressions are distorting, unsystematic and ineffective. The causes lie probably in two aspects. On one hand, the present system is not perfect, and the government functions are alienated, on the other hand, the degree of organizationalization, polit- ical and economic status, and cultural quality of the rural people remained all relatively lower. To remove these obstacles, it is necessary to establish an effective mechanism to encourage the farmers＇timely claim, and to set up related organizations and achieve the effective implementation.
