高等学校的教学改革需要管理体制的改革与之相配套,建立高等学校教学运作配套管理系统组织的协同运作机制,是保证高等学校教学良性运作的关键。高等学校教学运作配套管理系统包括教学管理、学生管理、人事管理、科研管理、行政管理和后勤管理等子系统。系统的协同运作需要组织的保障,故应通过建立高等学校教学运作配套管理的高层协调机制、完善职能部门之间的沟通协商机制,构建跨职能部门协同运作机制;通过学术权力与行政权力的相互渗透,构建学术系统与行政系统协同运作机制;实行分层管理、管理重心下移,构建跨层次组织协同运作机制。

The teaching reform of the universities and colleges needs the related management system reform. To establish the cooperative operating mechanism of university teaching operating related management system organization is the key to guarantee the optimum operation of teaching in universities. Teaching operating related management system in university includes the subsystems such as teaching management, student management, personnel management, research management, administration management and logistics management, etc. The cooperative operation of the system needs the guarantee of organization, therefore, we should establish high level coordination mechanism of teaching operating management in universities, perfect the communication mechanism between the functional departments and construct the trans functional department cooperative operation mechanism. We should also construct the cooperative operation mecha nism between academic system and administrative system through the mutual penetration between academic power and administrative power, implement delamination management and move down the core of management so as to construct the trans-level organization cooperative operation mechanism.
