This article conducts thorough research on government leading fund of venture capital. It analyzes supported subjects, supporting approach, organizational structure, unit function, interest distribution, withdrawal channel, supervision, risk avoidance, etc., and designs the operational and managerial model of such fund. It also holds discussion about the operation, the internal control system and incentive mechanism of gov- ernment leading fund of venture capital.
