The development of agricultural insurance in Hunan province and research on measures taken

湖南农业正处于从传统农业向现代农业过渡阶段,传统农业保险的经营面临发展困境,农业保险试点形成了多种模式。建立适应现代农业经济发展的现代农业保险制度,必须加快制定农业保险的地方性法规,明确政府在现代农业保险中的职能定位,建立健全现代农业保险风险防范体系,因地制宜创新现代农业保险发展模式,构建现代农业保险制度长效机制。

The agricultural industry in Hunan is transiting from the traditional model to the modern model, and traditional ag- ricultural insurance is facing with difficulty while pilot agricultural insurance programs are establishing multiple insurance madels. To establish a modern agricultural insurance system compatible with the development of modern agricultural industry, we should first promulgate agricultural insurance-related local regulations, pinpointing the role of local government in modern agricultural insurance, setting up a complete risk prevention system, innovating on the model of agricultural insurance according to local situation, and creating a long-term mechanism suitable for the development of modern agricultural insurance.
