中国人权法的发展与国际化法学教育的探索

The development of China's Human Right Law and internationalized law pedagogy

"法治精神"是党的十七大在民主法治建设上的一个新提法,也是继十五大正式确立"依法治国"方略之后,又一个具有战略性号召力的新概念。在改革发展进入关键阶段的新形势下,法制宣传教育工作更应该由注重普及法律知识向注重弘扬法治精神、培育法治观念、引导法治行为方面转变,要结合中国人权的发展与国际化法学教育,通过行之有效的方式、方法和手段,把法治精神、法治理念潜移默化地渗透到公民的思想和行动之中,真正内化于心、外践于行,有效提高全民法律素质,为推进依法治国基本方略的贯彻实施、构建社会主义和谐社会和全面建设小康社会创造良好的法治环境。

The Spirit of Law is a new expression put forth at the Party＇ s 17th National Congress, and is another new strategic concept after the Party＇ s 15th National Congress in which the strategy of Administration by Law was put forth. Under the new situation of our reform, education in law should all the more shift its focus from publicizing law knowledge to upholding law spirit and cultivating law-awareness. By taking into consideration the development of China human right and internationalizing our law pedagogy we should try to infiltrate law spirit and idea into citizen＇ s mind and behaviors so as to enhance their law awareness and for a better implementation of administration by law which will provide a pleasant environment for building a socialist harmonious and well off society.
