摘要
与国家石油战略储备对比而言,石油商业储备更具有灵活及时地稳定市场的作用,其体系建设的意义重大。以较高的对外依赖及复杂的国际石油进口形势为背景,文章从"以民为本"、"和谐社会"、"政企双赢"等多个方面论证了我国的石油商业储备体系建设的必要性和紧迫性,结合我国石油商业储备具有的设备条件和经济条件,设计了我国石油商业储备体系的结构由主体、协同体和外延体三部分组成,进行了总体发展三步走战略规划和区域布局,给出了七个方面系统化建议。
The paper introduces the necessity and urgency of the construction of commercial reserves system in China from the following aspects: 'people-oriented' and 'harmonious society','win-win government and enterprises' etc.It offers that based on the equipment conditions and economic conditions,the structure of commercial reserves system of oil is the components of the subject,coordination and the extension.The overall development should be carried out according to the three-step strategic planning and regional layout.Some suggestions are also given in this paper.
