研究目的:探索运用土地财政工具参与宏观调控的传导机制,为运用土地经济手段参与宏观调控提供依据。研究方法:模型构建法。研究内容:提出利用土地经济手段的核心是对土地资产价值的调控;通过模型分析,认为宏观经济波动存在收入流量与资本存量的同时均衡和货币供给约束两条相互影响的传导机制,土地财政工具调控的原理是通过货币外生体系对内生货币体系发生作用,重点在于调控资产价值和收入分配。结论:土地资产收益征收与GDP的增长呈负相关关系,政府土地财政消费支出对经济有扩张效应,政府土地财政投资支出可能会造成经济不稳定。

The paper first offers the research objective: To explore the conduction mechanism relating to the application of financial instruments to participate in macroeconomic regulation and control in order to provide basis for the use of land economic means to participate in economic macro-control.It goes on to look at the methods: model built method.It points out the research contents,including: the core of using land economic means is to control the value of the land assets;Through model analysis,there are two interaction conduction mechanism occurs in the macroeconomic fluctuations,which is the balance of revenue flow and capital stock,and money supply constraints.The principle of the regulation of land financial instruments is to produce effect on domestic monetary system through exogenous monetary system,and the focus is to control the value of assets and income distribution.Finally the paper gives the conclusion: the collection of the income of land assets and the GDP growth was negative correlation,the consumer spending of land fiscal of government has expansion effect on the economy,the land financial investment spending could cause economic instability.
