珠江三角洲社会主义新农村建设评估指标体系及方法探析

Study on the Index System and Assessment Methods of the New Socialist Countryside Construction in the Pearl River Delta

依据广东省建设社会主义新农村的基本工作思路,针对珠江三角洲地区农村发展的特点,在遵循科学性、综合性、针对性、可比性、可操作性以及相对独立性原则的前提下,构建了以经济发展、生活水平、社会进步、村庄建设和村庄规划5个一级指标,发展规划等13个二级指标,有无规划、是否通过评审等50个三级指标组成的珠江三角洲社会主义新农村建设评价指标体系,并分别对指标无量纲化、指标权重确定及综合实现程度等提出了相应的计算方法。

Based on the principles of science, integrity, pertinence, comparability, operability and relative independence, the evaluation index system of the new rural construction in the Pearl River Delta according to the basic workflow of new rural construction in Guangdong province and the characteristics of rural development in the Pearl River Delta was built. The index system was composed by 5 primary indexes including economic development, standard of living, social progress, village construction and village planning, 13 second-grade indexes and 50 third-grade indexes. And the assessing methods corresponding on the index dimensionless, the index weight and the general realization degree were put forward.
