Analysis of the Changes of Water Resources System in China and its Reason

如何对水资源进行有效管理是当前学术界关注的热点问题。从制度经济学的分析视角,在对我国建国以来的水权制度、水管理政策导向、水资源管理体制、水资源制度文化等进行比照的基础上,探讨了水资源制度变迁的内在动因:水资源相对产品和要素价格的变化是核心动因,技术因素为制度变迁降低了交易成本,组织偏好为实现水资源制度的变迁提供了心理和意识基础。

How to deal with the water resources is a hot topic nowadays. Based on the comparative research on ownership, policy, management system and culture of water resources,in this paper the reasons for the changes of water resources system were analyzed.The water resources and the price range were key reasons, the technical factors reduced the costs of transaction and the management tendency provided the foundation for change of system.
