摘要
公安"三基"工程建设是系统解决长期困扰公安工作机制性、体制性、保障性问题,努力构建社会主义和谐社会的宏伟工程。在"三基"工程建设中,"硬件"是基础,"软件"是灵魂。基层公安机关必须做实做强"六大软件基础",即信念坚定的思想基础、扎实过硬的素质基础、灵敏高效的信息基础、底蕴丰厚的群众基础、上下贯通的组织基础、和衷共济的社会基础,以全面提升公安工作建设水平。
The＂Three Basics＇project construction of the public security organ is a grandiose project to solve the problems related to the mechanism, system and guarantee which have chronically obsessed police world, and strive to construct socialist harmonious society, during which the ＂hardware＂ is the groundwork while the ＂software＂ is the spirit. Grass- root police organs have to consolidate ＂six software foundations＂, i.e. the foundation of ideology with unswerving faith, the solid foundation of well-set quality, the foundation of sensitive information of high efficiency, the profound mass foundation, the organization foundation running through the superior and inferior, the social foundation to work together with one heart, so as to improve the construction of public security work in the round.
