党执政合法性的基础性资源正由意识形态主导型、领袖魅力主导型、经济绩效主导型向社会状态和谐主导型转换。构建和谐社会作为新的合法性基础性资源既符合马克思主义以人为本的价值追求、社会发展的内在要求，更符合巩固党执政合法性的内在要求。构建社会主义和谐社会需要民主法治的制度保障，需要公平正义的道德基础，更需要落实科学发展观来实现。

The fundamental resources supporting the legitimacy of the party in power are changing from those characterized by ideology, chief＇s charm, eeonomical achievements dominance to those social harmony dominance. Constructing a harmonious society as a new means of supporting the legitimaey of the party in power not only corresponds to the Marxist value of highlighting people＇s welfare, and the inherent clemand of social development, but also consolidates the legitimacy of the party in power. The eonstruetion of a socialist harmonious society depends on such factors as democracy and law, justice and equity as moral foundations, and the carrying out of the policy of seientifie development.
