高校扩招引发高校教材、图书和教学设备采购的热潮,由于采购工作的广泛社会性,使得原本脆弱的职务犯罪防范体系难以对之实施有效监控,因而导致全国范围内的高校采购领域职务犯罪频发。为有效遏制其蔓延态势,必须从制度层面进行全面防范,这已成为当下高校采购领域职务犯罪防范极为紧迫的任务。

The expansion in enrollment of universities in china in recent years has triggered the boom in the corresponding Teaching materials, books and teaching equipment procurement. Due to it＇s extensiveness in our society, the original fragile duty crime preventive system can not work effectively any more, which leads to the rapid rise of the duty crime frequency in the university procurement. In order to curb this trend, systematic work has to be done at the level of policies, which has become a very urgent task to the establishment of the new duty crime preventive system in the university procurement domain.
