出口退税调整对出口贸易的影响及对策——以黄山市为例

从2007年7月1日起,我国调整了2,831项商品退税政策,约占海关税则中商品总数的37%。黄山市出口产品中资源加工及生态、农林等产品占了很大比重,主要依靠价格竞争,调整能力有限。出口退税政策的变更,对黄山市的出口贸易形成一定的影响。应摒弃"重商主义"那种出口是财富源泉的思维,加快经济发展方式转变,提升经济发展水平,推进经济结构调整,突出优势产业与特色产业,加强企业管理和技术升级,推进黄山市出口贸易整体上台阶。

China declared the adjustment of the export tax reimbursement of 2831 commercial goods since July 1, 2007, covering 37% of the goods with customs tax. Faced with the adjustment of the export tax reimbursement, Huangshan City will meet with a lot of new challenges and opportunities, which will surely have great positive or negative impact on Huangshan export trade. Under such cases, people should discard the belief of ＂Business Governing＂ that export is the source of wealth and speed up the transformation of economic development style, giving more priority to advantageous and special-featured industry so as to promote the foreign trade of Huangshan City.
