Energy saving is a problem that has to be settled urgently in current society. The ways to lay down a criterion of energy saving, to calculate energy dissipation and to draw up rational energy sating system are domestic key problems all concerned. This paper makes a brief introduction to the initiation of＂Energy Pass＂ in German architectural energy saving system, the significance of execution of＂Energ5 Pass＂ and its basic contents. This could open up our line of thought on effective management.
