摘要
在各国而高等教育评估体系的建立和发展过程中,政府起了不可或缺的作用。在新的时代背景下,政府控制的评估模式难以适应多元化社会发展的需要。日本政府在高等教育评估中职能明确,与高校、社会既相互分工又相互配合,构建多元化的评估体系,为我国政府在高等教育评估中职能的转变提供了借鉴与思考。
The government has played an indispensable role during the course of the setting-up and development of the appraisal systems of higher education in various countries. Under the background of new era, the appraisal mode that controlled by government can't meet the need of multi-social development. The function of Japanese Government is clear in appraisal of higher education. It has already divided the work each other with university, the society and cooperated each other, constructed a pluralistic appraisal system, this offers references and thinkings to the transition of the function of higher education appraisal for our government.
