西部欠发达地区农村低保的调查与思考——以云南省曲靖市为例

The Investigation and Thinking of Rural Subsistence Allowance in the Western Underdeveloped Area in China——A Case Study in Qujing,Yunnan

农村最低生活保障制度,是农村社会保障体系的基础。云南省曲靖市实施农村低保制度情况的调查表明,农村低保制度具有社会、政治、经济等方面的积极效应,实施农村低保制度在思想认识、工作推进、社会经济条件等方面存在突出问题。农村低保工作必须从进一步提升认识、加大资金投入、强化工作推进、完善综合保障、完善政策和法律等六个方面着力,才能确保其顺利推进。

The subsistence security system in the rural area, the basic security for improving people＇s life and constructing harmonious society, is the basic social security in the rural area. The investigation of the subsistence security system in the rural area in Qujing reveals the fine social, political, and economic response to the system and the issues of awareness, promotion of the work and social and economic condition, which are the representative issues in the western area in China. The countermeasures for the issues are put forward through improving the awareness, investing more funds, promoting the work, comprehensive security, sound policy and law.
