The Legal Status of the International Olympics Commission Regulations as Seen from the Conflict of Laws in Olympics Turin Winter Games

都灵冬奥会的反兴奋剂法律冲突产生于东道国法律与国际奥委会规章的不同规定。这次法律冲突的解决,表明非政府间国际组织具有特定的国际法地位。因此,作为非政府间国际组织,国际奥委会规章具有其特殊的法律地位,应得到东道国的尊重。我国北京2008年奥运会即将到来,应重视对国际奥委会规章的研究。

The conflict of laws during the Olympics Turin Winter Games arose out of the differences between the law of the host country and the regulations enacted by the International Olympics Commission（IOC）. The resolution of this conflict of taws affirms the special legal status of international non-governmental organizations （NGOs） in international law. Therefore,regulations enacted by IOC,as an NGO,are entitled to special legal status,which must be respected by the host country. With the forthcoming of Olympics Beijing Games 2008, the ICO regulations deserve serious consideration for more study and research.
