The paper introduces two standards existing in the concept of the public goods which are defined by the academic circles： queries on the non-rivalness and non-excludability. It indicates that the public goods have social character and economic character, so public goods is such kind of goods which is provided for the whole society or a certain group in order to enhance the common interests of them, based on certain economic and social background.
