摘要
介绍了学术界对公共品概念界定中存在的两大标准——非竞争性和非排他性的质疑,指出,公共品具有社会和经济的双重属性,是在一定的经济和社会背景下,以增进全社会或某一特定群体共同利益为出发点,为全社会或某一特定群体共同享用的一类产品。
The paper introduces two standards existing in the concept of the public goods which are defined by the academic circles: queries on the non-rivalness and non-excludability. It indicates that the public goods have social character and economic character, so public goods is such kind of goods which is provided for the whole society or a certain group in order to enhance the common interests of them, based on certain economic and social background.
